Higher education institutions in the regional innovation system in Baja California

Abstract
The aspiration of a society is to achieve higher levels of welfare in terms of health, education and income. While growth does not ensure adequate distribution of income, education and health services, this growth is a necessary condition to address issues of inequality trough public policy. The fastest growing regions are those able to be innovative in their institutions. Higher education institutions must play a central role in this process. Baja California is working on the establishment of a Regional Innovation System as a basis for the promotion of opportunities and development of knowledge-based industries.
