Abstract
This work proposes some basic premises in order to comprehend the complexity of evaluation policies and practices in Argentina since the 1990s. It argues that different approaches were adopted in implementing the evaluation mechanisms, due to negotiation strategies between the State and the universities. These involved diverse actors, such as the National Inter-University Council, the Council of Private University Presidents, and the Council of Deans, in order to reach a consensus and obtain legitimacy.
