Abstract
In this article, we debate the causes of semantic diversity behind the concept of higher education quality. The concept acquires a political nature within higher education institutions, given the lack of consensus over institutional missions and the ways in which institutional behavior should be regulated. In positing that the debate over quality in higher education is essentially political, the work also proposes some interesting directions for research.
