Abstract
This paper examines the internationalization of higher education expressed through the reform and innovation in the structures that Baja California´s higher education institutions (heis) have made in order to respond to current challenges. This is done through a theoretical reflection and analysis of the contributions made on the internationalization of higher education. Then, using Rhodes and Marsh (1992) network analysis and typology approach, the internationalization of Baja California´s most representative heis is evaluated in a cross-border context.
