Abstract
A transformation of the Mexican public university should necessarily entail the renovation of its forms of government, we discuss how the development, that the public university has experienced in recent decades, has not been accompanied by modifications and improvements in governance. This has resulted in incomplete reforms, with undesired effects and, in many cases, without achieving the desired changes. This is illustrated by the responses to a semi structured questionnaire, applied by telephone interview, to a group of 73 scholars belonging to a total of 35 universities, showing the persistence of authoritarian and undemocratic models of governance that discourage the participation of the community, and therefore, run against the supposed spirit that inspired the policies of modernization.
